Fifty-two retirees attended the Florida State Retiree Meeting today, held in conjunction with the Florida Spring Seminar in Jacksonville, Florida. President of the Florida State Retiree Chapter, Dave Bernstein, introduced Judy Beard, Retirees Director, who explained the importance of retirees staying involved in the union.

Florida State retiree members also discussed current state and federal legislation impacting postal workers and retirees, and made commitments to contacting their congressional representatives on these issues.

A special award honoring Mario Miceli, the former president of the Florida State Retiree Chapter, will be presented to him in person a later time, as he was unable to attend. The large turnout was in great part a result of the efforts of Doris Orr-Richardson, the president of the Northeast Florida Area Local.

“The APWU is committed to continuing the fight to protect the rights and benefits of retirees,” President Cliff Guffey said. “There are many members of Congress who would like to trample on our members’ retirement benefits and health insurance coverage. To continue the fight to protect these benefits, we need the support of retiring union members”
Dues for retirees are just $3 per month, and are deducted directly from annuity payments.
Membership in the department brings many other benefits, said Judy Beard, Retirees Department director. They include the opportunity to continue health coverage with the APWU Health Plan, access to a variety of discount programs, a $5,000 accidental death and dismemberment policy, and the opportunity to stay informed about our struggles through The American Postal Worker magazine.
The national union is asking locals, state organizations and retiree chapters to sign-up retiring APWU members as they participate in retirement parties and other events commemorating the departure of so many long-time postal employees.

I hope you’re celebrating right now. You should be. You earned this.

I’m headed out of my office and about to go hug some volunteers who -- like you -- worked incredibly hard to make this victory happen.

But first, I need your attention for three minutes. When we wake up tomorrow, we have a huge fight on our hands.

The same corporations and right-wing billionaires who spent record amounts trying to buy the election for Mitt Romney have their priorities, and they’re already spending millions more to bully Congress into falling into line behind them. They’re mobilizing right now -- starting tonight.

Washington, D.C. is going to start talking about extending the Bush tax cuts for the richest 2% and turning the focus back to the deficit again. And there’s a very real danger that cuts to Medicare, Medicaid, Social Security, and other programs Americans rely on will be on the table. Those cuts would affect all of us-- the very people that elected President Obama, Vice President Biden, and other working family candidates tonight.

So it’s up to us to fight like hell for the working people in our communities. We need to work to make sure the rich pay their fair share, there are no cuts to our benefits, and programs that safeguard our country’s future -- like Medicare, Medicaid, and Social Security -- are safe for generations to come.
Please take a moment to sign the petition, telling Congress to protect working families, and let the Bush tax cuts for the top 2% expire.

Then, go celebrate, hug someone, and look for more from us very soon about the fight of our lives.

The APWU of Florida Fall Seminar will be held in Daytona Beach at the Hilton from October 11th to the 13th. Thank you in advance to President Rusty Olsen and the Daytona Beach Area Local for hosting the seminar. The recent excessing has had a great negative affect on their local and yet they still came through for all of us. You can go on-line to the state website for the flyer and the schedule for those of you that are interested in going.

The deadline of Sep 09th is fast approaching for the cutoff for hotel reservations and the registration process. I will be attempting to get an extension on the deadline because of the close proximity to our delegates return from the National Convention. I cannot give any guarantees though so go ahead and make your reservations now.

I will send out a notice to your local Presidents and those on my email list if and when I get the extension or any other updates. If you would like to be added to my email list simply drop me a line requesting that and you will get the most updated news. We will be having classes that cover all levels from beginning steward up to advanced classes for those who have been in their positions for some time. We have a number of new areas in the contract that our State and National Officers will help us all understand. We have new positions like the NTFT and the Lead Clerk Bids that many locals are starting to get positions filled.

I will be especially attentive to the Lead Mail Processing Clerk as I will be forced into a residual for that position soon. We had one Bid posted in my local that aparantly no one was interested in and I was still unencumbered from being excessed to Tour 1 from Tour 3. I will now have the pleasure of holding that Bid as soon as it is "awarded" to me.

As the start of the APWU 20th Biennial Convention nears, preparations for the event have moved into high gear at the union’s national headquarters in Washington, DC.
As of the first week in August, 2,041 delegates representing 331 locals have registered for convention credentials.
The convention will take place on Aug. 20-24 in Los Angeles. This year’s theme is One Union, Indivisible. Click here for an updated schedule of events.
Seating:
Seating on the convention floor will be by region and determined by the progress that states — based on their size — have made toward their COPA goals. The seating plan is designed to reward states who have worked hard to reach their goals, and to encourage those who have lagged behind. The measuring period was July 1, 2010, through June 30, 2012.
The top-ranking COPA-contributing states are: Vermont, North Dakota, Nebraska and Hawaii. Their delegations will be seated up front!
COPA Night:
Fundraising for COPA will be a recurring theme at the convention: Raffle tickets will be sold for $20 apiece at the COPA booth. There will be three raffle drawings: One on Tuesday, one on Wednesday and one on Thursday.
Delegates who have contributed at least $200 between July 1, 2010, and June 30, 2012, will receive two tickets to “COPA Night,” which will be held on Tuesday, Aug. 21. The children of ticket-holders also may attend. The theme for COPA Night will be Take a Walk on the Red Carpet, so dress accordingly and get ready for a fun event featuring COPA stars.
Resolutions:
To help delegates prepare for the convention, resolutions that will be debated and voted upon in Los Angeles have been posted online [PDF- Members only]. The resolutions address labor-management issues, craft-specific items, legislative topics, and proposals to change the union’s constitution.
“Posting the resolutions online gives delegates the opportunity to discuss them before the convention begins,” Secretary-Treasurer Liz Powell said. “Delegates will receive a book containing the resolutions, which they can review as topics are discussed.”

    SARDIN, John Jr. 88, of St. Petersburg, passed away peacefully at home on March 27, 2011 with his family by his side. Born in Cannonsburg, PA, he came here in 1950. He graduated in 1943 from University of Pittsburgh and served in Army during WWII. He retired in 1989 after 43 years of service with Federal Government, 7 years with United States Treasury Department and 36 years with United States Postal Service. He was a past president of the Son's of Italy. He was an active member of the American Postal Workers Union (APWU) AFL-CIO Local 1228, Florida Suncoast APWU Retiree Chapter and APWU National Postal Press Association. He was a member of St. Jude Cathedral. He enjoyed world languages and travel. JOHN IS A DEAR PERSONAL FRIEND AND VETERAN, MAY HE REST IN PEACE, SOLIDARITY FOREVER! He is predeceased by his brother, Peter Slade. He is survived by his Wife of 53 years, Mary C.; sons, John and Philip, of St. Petersburg; a brother, Anthony Billotti of Darlington, PA and nieces and nephews.     On Wednesday, March 9th, 2011, the Florida State Retirees meeting will be held in the Crowne Plaza Jacksonville Riverfront Hotel. Please give President Mario Miceli help in getting the word out and encourage your local retirees to attend.

    We have the schedule for the 2011 Spring Seminar available now. It will be held at the Crowne Plaza Jacksonville Riverfront, March 10th to 12th, 2011. The Secretary / Treasurer Training Conference will be held in conjunction with the Spring Seminar. This will consist of Beginner QuickBooks training on March 10th followed by Advanced QuickBooks training on the 11th and 12th.
    The Secretary / Treasurers Training will be on the 13th and 14th. I would like to thank President Doris Orr-Richardson and the Northeast Florida Area Local in advance for hosting this Seminar. Without the participation of our Local Presidents my job as Director of Education would much harder.

    This schedule has been planned to be a well rounded and informative series of classes that will have something for everyone. We have attempted to incorporate some of the changes the Local Presidents suggested in this Seminar. No matter what your experience level is as a Steward or Local Officer we have attempted to have a class that you can learn from.
    The National Officers in attendance will be addressing your concerns and those of your Local members. The State Craft Directors, as always, are eager to assist you in any way they can.

    I have had outstanding support from our Local Presidents ranging from ideas for classes to volunteers to actually teach a class. I would like to take this opportunity to thank them and encourage others to become active in this area.
    The Seminars are designed to provide you with the tools you will need to make your job defending the rights of your members easier. We must have your input on classes that are on point for what you need in the immediate future. I will continue to attempt to fill those needs as I become aware of them.
    On March 9th, 2011, the Florida Presidents Conference will hold their meeting to network and discuss local issues around the State.

    Registration is currently underway for the biennial APWU Retirees meeting, which will be held on Aug. 21 and 22, just prior to the union’s National Convention in Detroit.

    I encourage you to join your fellow retirees at our gathering, which will take place at the Cobo Convention Center. This year’s meeting will feature discussion of resolutions submitted to the convention, retiree chapter reports, information about legislative issues that impact retirees and their survivors, and more.

    20TH BIENNIAL APWU NATIONAL CONVENTION, DETROIT, MI., MON., AUG. 23 THRU FRI., AUG. 27, 2010

    A directional marker is at Detroit's Cobo Convention Center, Change is the theme of the American Postal Workers Union’s 20th Biennial Convention, which is set for Monday, Aug. 23 through Friday, Aug. 27, 2010, at Cobo Center in Detroit.
    *
    The National Convention is the union’s highest decision-making body and helps the union chart its course for the future. Approximately 3,000 APWU delegates will debate and vote on resolutions that will be introduced on a wide variety of subjects. The resolutions give focus to the union’s goals in contract negotiations and in the political arena, as well as in helping the organization function more smoothly and, thus, better serve its membership.

    APWU locals and state organizations are urged to send their full quota of delegates.
    Members-at-Large also are encouraged to avail themselves of the opportunity to attend the National Convention.
    *
    The process of securing credentials for the convention delegates will be online again this year. Beginning April 1, the president, secretary, treasurer, or secretary-treasurer will be able to log-on to the Members Only section of the APWU Web site and in just a few easy steps they will be able to register their members for credentials.
    *
    Several other important union events will take place in the days before and after the convention. Division Meetings for each of the crafts — Clerk, Maintenance, Motor Vehicle Service, and Support Services — are set for the weekend of Aug. 21-22, as is the APWU Retiree’s Conference.
    *
    The Bulk Mail Center (BMC) Conference will be held on Aug. 20. The APWU Research & Education Department series of workshops will be presented on Saturday, Aug. 28.
    *
    Most convention activities will take place at Cobo Convention Center in downtown Detroit, along the waterfront at One Washington Blvd. The Marriott, located in the GM Renaissance Center, has been designated as the headquarters hotel.

    From the information provided to me, April 13, 2010, is the deadline for reservations at the Ocala Hilton Hotel, at the guaranteed rate of $79.00 for single/double, executive level is $119.00 and suites are $199.00, plus applicable sales tax. Reservations can be made by calling (352) 854-1400 or (877) 602-4023. Don’t be late as rooms will go up to $129.00 after April 13, 2010.

    Enclosed is a copy of the Constitution as amended May, 2008, a list of locals and the approximate number of votes each local has and your credentials.

    YOU MUST RETURN THE YELLOW DUPLICATE CREDENTIAL AND PAYMENT TO ME AT PO BOX 341, TALLAHASSEE, FL. 32302, NO LATER THAN MAY 1, 2010.plus $25.00 for credentials received after May 1, 2010. Extra banquet tickets may be purchased at the Convention for $25.00 each, the banquet will be held Friday evening May 7, 2010.

    Complete both the yellow and white credential completely. You must bring the white original to the Convention to be able to register. It is important that you do not mail your credentials late as I will be leaving for the Convention on Tuesday, May 4, 2010.

    If you or one of your delegates plan to run for a State Office and/or as a Delegate to the National Convention, I will need a completed I-9 and a W-4. Please bring identification drivers license and social security card (I will need a copy). This will speed up payments. Failure to complete the above forms will result in delayed payments for the salary the position calls for, and LWOP.

    Failure to follow these instructions will result in a long registration line, which equals a long waiting period for you. Those who do things right will be served first.

    Terry Stapleton Goes to AFL-CIO; Powell Approved As Union's New Secretary-Treasurer.

    Liz Powell, the APWU’s Northeast Region Coordinator, has been tapped to serve as the union’s national Secretary-Treasurer, making her the first woman executive officer in the union’s history. She will replace Terry Stapleton, who has been appointed Chief Budget Officer at the AFL-CIO. John Dirzius, president of the Greater Connecticut Area Local, will succeed Powell as Northeast Region Coordinator.

    Powell and Dirzius were selected by APWU President William Burrus, and approved by a vote of the executive board, in accordance with the APWU Constitution. The vote was conducted via telephone.
    *
    Powell began her postal career in 1970 in Hempstead NY. She became active in the union soon after, and in 1979 was elected president of the Hempstead Local (now the Western Nassau NY Area Local). She was elected National Business Agent for the Clerk Division in 1983, and became the first woman on the union’s National Executive Board in 1989, when she was elected Northeast Regional Coordinator. In addition to her duties as regional coordinator, in recent years she has been instrumental in developing the
    Joint Contract Interpretation Manual with postal management.

    Powell’s appointment to secretary-treasurer creates a vacancy in the position of northeast regional coordinator, which Dirzius will fill. The president of the Greater Connecticut Area Local started his postal career in 1970 in Seymour CT, and rose through the ranks to president of the state’s largest local in 1980. He has served as chairman of the National Presidents Conference, a committee of local and state presidents, since 2007.

    “I am pleased to appoint these highly qualified individuals to important new responsibilities,” Burrus said, “and I take special pride in appointing the first woman to serve as an executive officer of the national union. I am confident that Liz Powell and John Dirzius will serve our union well.”

    Burrus also praised Stapleton’s contributions to the APWU. “Terry has reorganized the activities of the Secretary-Treasurer’s office, making it more effective as revenue declined and APWU obligations increased,” he said. “He has done an excellent job.

    “Terry will bring great enthusiasm to his new position, and I am certain he will make a great contribution to the AFL-CIO.”

    Stapleton will leave office on Oct. 27. He, Powell and Dirzius will spend the intervening week working on the transition.

    LATEST APWU MEMBER COLA INFORMATION FOR 2010! ZERO FOR MOST RETIREES!

    For CSRS retirees:

    (11/18/09) - The CSRS retiree COLA is based on the increase in the third quarter (July, August, September) average of the CPI-W over the same quarterly average from the previous year. The third quarter average for 2009 fell 2.1% from the 2008 third quarter average.
    All COLAs are upward adjustments, but based on the fall in the quarterly average there will be no automatic increase in CSRS benefits for 2010.
    In addition, for 2011, the third quarter average for 2010 will be compared back to the third quarter average of 2008 (since no adjustment is made based on the third quarter of 2009).
    Since the 2008 third quarter average is 2.1% higher than the current quarterly average, the index must rise higher than 2.1% to reap any increase in 2011.
    Note: The 2009 CSRS Retiree COLA was 5.8% effective with the January 2009 payment.

    For FERS retirees:
    *
    (11/18/09) - The FERS retiree COLA is based on the increase in the third quarter average of the CPI-W over the same quarterly average from the previous year. However, if the CPI-W quarterly average increases three percent or more, the COLA is the increase less one percent.
    If the quarterly average increase is between two percent and three percent, the COLA is two percent. If the quarterly average increase is two percent or less, the COLA is equal to the quarterly average increase. The third quarter average for 2009 fell 2.1% from the 2008 third quarter average.
    All COLAs are upward adjustments, but based on the fall in the quarterly average there will be no automatic increase in FERS benefits for 2010.
    In addition, for 2011, the third quarter average for 2010 will be compared back to the third quarter average of 2008 (since no adjustment is made based on the third quarter of 2009).
    Since the 2008 third quarter average is 2.1% higher than the current quarterly average, the index must rise higher than 2.1% to reap any increase in 2011.

    (11/18/09) - The percentage increase in the December CPI-W index from year to year determines the FECA COLA increase. After the tenth month of the 2010 COLA measuring period, the CPI-W index has risen 3.3%. Note: the 2009 FECA COLA was $1 reflected in payments beginning in April 2009.
    The December 2008 index was 0.5% below December 2007, but the law does not permit negative adjustments and requires a COLA of at least $1.00.
